How to Apply ACL on Machine Store for SSL?

I am using the following command line tool to apply ACL on Machine
Store where SSL Client Certificate is Installed:

WinHttpCertCfg.exe -g -c LOCAL_MACHINE\MY -s "<Issuer Name>" -a "NT
AUTHORITY\NetworkService"

I am getting the following Error: Unable to find or obtain a context
for requested certificate.

Also, I have the following questions:
Where do I check the ACL for machine store?
Where can I see the installed client certificates?
