Slow proxy client downloads from win updates

We're running ISA 2004 standard on Small Business Server 2003.
I'm having problems with proxy clients downloading very slowly (4K speeds)
when performing windows updates. (I didn't notice it at first as we run the
cache, and all downloads from that are fast, but as the cache objects are
expiring download speed is down).

I should explain these computers are not attached to the domain, and were
not able to installed the firewall client to these machines . (We run a
repair shop so its not feasable to install and uninstall firewall clients for
each machine).

We were able to have this functionality work for us under ISA 2000.

(We upgraded isa in the small business 2003 premium service pack 1)

Domain machines with firewall client are running at full speed !

Please help, every repair is taking around an hour more than nessary !
