ISA2000 on W2K

All of the sudden I have all of these http request coming in using the IP
number instead of the domain name. These request generate 500 server error.
Is there some way to make ISA block any http request coming in that don't
have a domain name? I've used destination sets and web publishing rules for
every domain but ISA doesn't drop these request. Instead they still come
into the internal IIS server and are really causing me a headache.
