Check out the registry setting found at http://support.microsoft.com/?id=821724
Alternatively, if you don't need Basic auth for outbound requests, you can just disable that auth method in the web proxy listener.

I installed the latest update to ISA 2000 (MS05-034) and after reboot, I
couldn't get any sessions through. All the services started fine. We're setup
only as a caching configuration with Outgoing Authentication as Basic and
Integrated. I've uninstalled it and now all is well. Any ideas what has
changed here?
