Thank you for your update.

If you are using the Internet Explorer to visit the newsgroup instead of
Outlook Express, you only need to open the 80 port on the firewall.
(If you are using IE to visit the newsgroup, it means that you are visting
a web site instead of a NNTP Server. The newsgroup web site will sync with
the NNTP server and then display the thread on the web site).
So the rule to allow "NNTP, NNTP Server, nntp25, NNTPS and NNTPS Server"
does not meet your requirement.
You need to create a rule to allow the HTTP request to the newsgroup web
site on your ISA firewall.

Also if the issue persists even you enable the HTTP rule, please do send me
the configuration files that I had requested in the previous.
(Please do not send me the ISA 2000 configuration file that you had
exported, run the ISAInfo on your ISA 2004 server and collect the
configuration file on the 2004 server directly)
