I can't make ISA 2004 let me access the Internet



I understand I would need to create an "Access Rule" if I want to access the
Internet from ISA 2004 Server itself.

I go to "firewall", I create an access rule:
This rule applies to :"all outbound traffic"
from:"Local host"
To:"External"

Then I launch Internet explore and it returns "page cannot be found". Also,
if I try to ping 66.94.230.49 (what it is yahoo.com), ping times out.
In my view since I allowed all "outbound" protocol, icmp ping should work,
right ? What I am missing here ?
