The proper way:
If necessary, a non-default port number can be specified the usual way,
using a colon followed by the port. Note though that if you're specifying an
SSL tunnel, it is a special situation which requires a Registry setting
specifying the non-default port.

AFAIK user credentials cannot be specified in the URL, doing so would pass
the credentials to the destination server, not ISA. Instead, you should
consider the security context your application is running under, which could
be a logged in User account or a Service Account, then configure Internet
access for that account.
