I'm not sure that I understand your problem.
Did you try to create an access rule from the external network to the local
host, allowing SQL queries? Did it not work?
You can turn on the logging and check what happens with the traffic, if it
is denied, and if so - try to see why.
Please provide further details of your problem and I will try to assist if I
can.
