HTTPS Listener still doesn't work

Now I'm totally confused; I can't get the HTTPS bridging to work. I did a
clean format/reinstall of Win2k3 Std + ISA Server and ran all of the updates
off of windows update. All machines are in the same domain; all
certificates are from the same enterprise root CA.
I have a simple network with one adapter for the external network and one
adapter for the internal network. I setup ISA as an Edge Firewall with
Unrestricted internet access.
Next, I went into the certificates MMC and imported the web server's
certificate into the local machine's Personal store.
I then go to create a secure web publishing rule and specify the external
name (same as the web cert) and create a new web listener on one of the
external IP addresses (the one that the dns resolves to).
The problem is that when I go to the monitoring section, I see incoming
requests to the IP on port 443 being denied by the default rule. The web
listener that I created isn't getting the data.
What would cause this; how can I get this working right?
