No login popup with ISA 2004

I am testing isa 2004. With isa 2000 users without internet access would be
prompted for credentials if they tried to open internet explorer. With ISA
2004 I do not get this prompt (login dialog). I need to figure out how to get
this back with 2004. This way PDAs and users who are not part of our domain
can have internet access. Thanks for any advice!
