For good measure, I'd also recommend configuring the HTTP
redirector to not redirect to the Web Proxy Service,
delete the existing Web Cache and maybe even resize it to
some tiny amount.

Also recommend inspecting your ISA reports for indications
you're accessing the cache.

Personally, I've had good results <enabling> Caching,
expiring the cache "Frequently" if the content changes
often and setting the cache size to be fairly large... but
the proper file size is a YMMV issue which is specific to
User habits. What I do in one situation won't likely be
perfect for yours.

Also, maybe even re-consider why you've decided not to
utilize caching... Personally I feel it's important if
bandwidth limitations create a bottleneck and even if you
have more than adequate bandwidth, properly optimized
caching probably shouldn't hurt.

BTW - If you're caching and the cache needs to be cleared,
you can use ClrCache on Jim Harrison's isatools.org site
instead of rebooting your machine.
