That's exactly the point; clear the cache and the system will use the full name resolution (includes hosts) to resolve any new name.
You can also use nbtstat -R to cleat the netbios name cache.
You do not have to restart a machine to use hosts file changes...
What OS are you playing with?

But won't ipconfig /flushdns only <clear> the cache?
The second test(foobar.com) was for a FQDN which wouldn't
have been in the cache in the first place because no
request to that FQDN would have been made in recent memory.
