The ISA Server services cannot create a packet filter

I am unable to solve this problem. Started only 3 days ago.
I have one NIC and One Modem. My isa server is a stand
alone windows 2003 server. I have another windows 2000
advanced server which is a domain controller and exchange
server 2000 is running on it.
Can anybody help!

I have checked microsoft site for this error it says this
is because of one nic but i have one nic and one dial-up
56k modem. This problem started just 3 days ago.
