Problem with telnet to a outside machine

Good morning.
I have a problem acessing an external machine that requires a telnet connection.
I can use both firewall client or web proxy but i can´t make it work.
The internet router isn´t blocking anything for now and i can´t make isa 2000 to work with this.
Can anyone help me?
