Can I public a port on internal server...?

Hi guys I need your help...

I have to public my program that work with 1200-1201 inbound and outbound
ports
I installed it on internal server I checked its on internal network and it
work well.
After, in my IIS 2004 I created 2 new protocols one for outbound and one for
inbound for both ports.
Then I created a new server publishing rule for inbound and a new Access
Rule for outbound protocol (probably I don't need the last one because I
created All Open Outbound Rule before).

Now I try to use my pgm from external network, internal server receive the
connection on the right port but no other.
Appear that IIS lock any answer from internal to external network...?!?!?
What I mistake??

Any help is really appreciated.
