Possible Scripts to Turn Internet on or off?

We are an academic institution, with multiple classes, students, teachers, and staff needing access to the internet. In recent times, the network has been over-abused, and no web filter or other piece of hardware or software have seems to lessen the amount of time students waste in the labs during class time with non-relevant surfing.
While we don't have ISA server yet, we plan on getting one soon, but first I was wondering if it is possible for me to write a script to give to teachers that would turn on or off the internet to their lab computers (Done by computer name or possibly student log-on name), much like a light switch. I want to do it this way, since there is no set schedule for any one class on any given day when internet is or is not needed.
If this is a possibility, I'll get the PO in today. I'm just looking for some assurance that my goals are a possibility.
