Java web app through ISA

I have what appears to be a Java web app that I can't get
to work through ISA. The vendor of the app tells me to
open UDP ports 6866-6887. I've created a protocol
definition with UDP 6866 as the primary port (Send
Receive) and the range 6866-6887 as secondary connections,
and referenced that protocol definition in a protocol
rule. I've also changed the firewall client configuration
to have LocalBindUdpPorts and RemoteBindUdpPorts entries
to this range, and made sure the firewall clients are
updated to include this configuration.
I have no idea what the web Java app does, but anyone can
run it by installing a web Java runtime (Sun's Java
runtime is at
http://www.java.com/en/download/windows_automatic.jsp) and
going to http://www.dcu.k12.nm.us/TestCIPE/. The webpage
will dispaly two grey rectangular boxes, with the bottom
box containing the words "Send UDP packed to DCU server."
Click those words. After a moment, the top box should
say "Sent!!!" Then, after another moment, the top box is
supposed to say "Successful" or something like that, but
what happens instead is that the top box says "Error:
Receive timed out." This works fine outside the ISA
server, but fails inside the ISA server.
Any help anyone can offer on this would be greatly
appreciated.
