This is a Connection Refused error - not a timeout. It means that your user
tried to access a port on a machine that doesn't publish anything on that
port. The error you got shows that ISA was contacted successfully, but the
upstream web server wasn't.
If you are publishing a web site, check that you published the correct port
number.
Try to see if you can point out the problematic requests - and find the
machine and port that ISA couldn't connect to.
This is probably a mistake in web publishing, or the users tried to connect
to the wrong port.
