IP Range problem

i hav a VPN server (configured in win 2k3 routing and remote access RRAS)with
two NICs.one to internal network and other to the external with a static
public IP(ISA 2000 is also configured in the same Server).i have a DHCP
server in the same VLAN.everything is working fine.
when a user connect to VPN he gets an IP address 172.16.25.x series which i
configured in the static address pool of RRAS local properties.
my problem is that if i change it to use the DHCP.the clients are getting
the IP address 169.254.x.x which is APIPA.it never gets the IP address from
DHCP scope.even scope is having free IPs
Note:
1) i configured the DHCP relay agent with the IP address of DHCP server
2) in the RRAS properties i had selected internal NIC card for "use the
following adapter to obtail DHCP...."
Please help me out to find why my RRAS not getting IP from DHCP server
.
