Can I make the computer running the VPN server a WINS server as well,
while DHCP and DNS is coming from an external router?

Actually, that is a bad idea. A VPN Server is a duel-homed device usualy
sice a VPN Server is a type of "router". WINS should only be run on a
machine with a single interface.
