Connect to a VPN within an ISA protected network

Hi,
can someone give me an hint, how to configure ISA 2004 to allow outgoing VPN
from the client(s)?
We have 2 locations:
Office 1
Office 2
Both have 2 different subnets and both have an ISA 2004 server as default
gateway. Both allow incoming VPN trough PPTP.
When i try to connect to Office 1 from my home (where no ISA-Server is
installed) all works well.
When i try to connect to Office 1 from Office 2, i get error 619
An permanent site-to-site-VPN is no option.
