which's no fixed IP cannot apply DDNS?

Is it possible to build a site to site VPN that there's only 1 site has
fixed IP?
RRAS can do that but I dunno if ISA2006 can do so, and how to do it.
it depends on the type of protocol you are using for VPN. If you are using
IPSEC VPN you must use a static IP or a schort script from my MVP partner
