PPTP working but not IPSec

Hi,
On our system which currently is Windows 2003SBS protected by a seperate ISA
Server 2004, VPN users (Win XP SP2) can all connect via the standard PPTP
protocol. In an effort to introduce more security we have set up L2TP IPSec
on the PCs but only one can get in with this protocol. I have tried to
compare all machines but have not come up with anything. I set up a
completely new machine and still no joy. Any ideas as to where to look
please.
