Can't Modify Default Cache Rule (ISA 2006)

Hello,

We are having a problem where we cannot change any settings in the Default
rule under cache rules in ISA 2006.

Everything is grayed out.

Does anyone know how to get it not to be grayed out or what would cause it
to be grayed out?
