VPN Tunnels

I have several VPN devices that connect Gateway tunnels across the net.
Each one maintains a tunnel to 4 other devices. Lately, one tunnel
will not maintain between 2 devices. Each of the devices by itself
maintains a good connection to all other locations, but they will not
stay connected to each other. Both devices are conncted directly to the
Internet. Is there anything on the net that could be blocking them?
My guess is no, but I am almost at wits end to get them to stay
connected.
