ISA 2004 and quarantine

Connection drops to timeout without moveing client to VPN Client-network.
And
time-out setting seems not be the issue, I increased it to 10 min and client
checking takes ~30 sec.

Any ideas where shall I start looking for solving this problem?
ISA 2004 sp1 + W2003 sp1. Connection string is correct, port is open,
everything seems to be ok. Quarantine-client is also ok. Client OS is XP
sp2.
