Non-domain joined machines can also connect using L2TP certs. The only
pre-requisite is that they must have a machine cert from the same CA as the
server. You can import the certs to the machine from where you want to
connect.

Can I use third party CA on L2TP?

If possible, can I also allow non domain computer to connect?
