A simple SSL VPN question from a newbie.

Hi and thanks in advance for the help.
I'm in the research and learning stage of dealing with VPN's. My company is
going to start using a SSL to connect to a vendor for our branch locations.
At our branch stores we still currently have a handful of WIN 9X machines,
I'm wondering if these will be able to access the https website with the 128
bit encryption. Most of these locations don't currently have internet
access so their machines are not current on updates for either the Operating
Systems or the Internet Explorer apps. So finally my question is will I be
able to bring these relics up to speed by applying patches or will I need to
update all of their operating systems as well in order to use the full 128
bit encryption. This part may be a stretch but if anyone happens to know
what the oldest version of IE is that is able to use 128 bit encryption, so
that I can focus on replacing or upgrading any thing prior to that version
first.
