only allow vpn server response to some ip numbers.

hello all,

I got the following situation wich I hope is quite simple to solve.
We have a isa 2004 server with vpn server set up.
The vpn server is working but is responding to all external ip
addresses.
We want it to only respond to some external ip addresses, so I followed
the technet document below:

http://www.microsoft.com/technet/prodtechnol/isa/2004/plan/excludingaddressesfromvpn.mspx

After following the document the vpn server was not answering any
client.
Have checked document and settings a few times all is as in the
document but no go.

Is there something missing in the document or is there an other
solution / option?

thanks in advance,
