hi Kev,
I don't quite get what you're trying to do: If you're trying to configure
VPN Client access, it can only be done using PPTP or L2TP/IPSec. for L2TP
you will need to configure a pre-shared key or deploy certificates in your
organization. Follow the guidelines at
http://www.microsoft.com/technet/prodtechnol/isa/2004/plan/vpnroamingquarantine.mspx.
You specifically stated that you don't want to create a site-to-site
connection. Only in site-to-site configuration can you establish VPN
connectivity using IPSec tunnel mode.
