Yes, you can use a third party RADIUS server for authenticating VPN users
with ISA 2004. IAS (the Microsoft RADIUS service) is just one example of
RADIUS deployment. You can read all about using RADIUS for authenticating
invoming VPN connections in the Using RADIUS Authentication for ISA Server
2004 VPN Remote Client Connections solution document at
