ISA doesn't do "VPN Passthrough".
In a Back-to-Back DMZ the "outer" firewall must be a device that can do VPN
Passthrough,...ISA cannot.
A second option is to run one VPN Tunnel inside another VPN Tunnel. Search
www.isaserver.org using the key words DMZ and VPN and there should be some
articles on it.
