Static Routes in VPN/RRAS have absolutely no relationship to whatever IP#
the ISP assign to the Interface outside the Tunnel.

The static route's "realm" exists within the Tunnel,...The public external
IP#s controlled by the ISP exist in the "realm" outside of the Tunnel. These
are two entirely different worlds and have no relationship to each other.

Maybe I misunderstand your situation, but what you describe just doesn't
"add up".
