ISA isn't supposed to filter VPN Traffic becuase VPN traffic is technically
"local" and part of the private system.

If ISA gets in the way then it is because the Address Range of the remote
system is not properly configured in the ISA as a "Internal" network.
(ISA2000 required it be in the LAT)
