[If ISA2000]
I presume you are using ISA/RRAS for the VPN Server. RRAS can be configured
to use the actual DHCP Server to give out the network config to the
"callers" rather than using its own address pool. By using a real DHCP
Server you can give the "caller" pertty much anything that the DHCP Server
is capable of giving to any client.
1. Go to the Routing and Remote Access MMC.
2. Expand IP Routing and right-click on General
3. Add "New Routing Protocol" and choose DHCP Relay Agent.
The DHCP Relay Agent will now appear under IP Routing in the MMC.
Use the Properties of the Agent to add a Global DHCP Server or you can
right-click on it and choose "New Interface" and add different DHCP Server
for indivdual Interfaces.

[If ISA2004]
I have never done it with ISA2004, so I am speculating a bit, but...
1. Select "Virtual Private Networks" in the ISA MMC.
2. In the far right Pane under Tasks, choose "Define Address Assignments"
3. Choose "Advanced"
4. You can statically define a DNS and WINS Server here. I'm not sure about
what effects the "automatic" options here. Perhaps setting the DHCP Relay
Agent as I described for ISA2000 is required,...but like I said, I have
never done it with ISA2004 so I am not aware of all the little details.
