Error in Oakley Log--GetPacket failed 3613

We are connecting a VPN to a Watchguard deivce.
We see the error "GetPacket failed 3613" and "invalid
payload received" constantly repeating in our log.

The VPN seems to work fine, other than disconnecting when
inactive.
