Just tried again, and this time, both inbound/outbound GRE works.
I also made sure that my RRAS Server is inside of RAS and IAS Servers
    group.

Still getting Error 721 on client side and the following on the server
side... I can see that the port on the server side changes it's
condition from Listening to Authenticating then after timed out, get
    back to Listening again...

    Event Type: Warning
    Event Source: RemoteAccess
    Event Category: None
    Event ID: 20049
    Date: 1/7/2005
    Time: 3:59:21 PM
    User: N/A
    Computer: SERVER
    Description:
The user connected to port VPN3-16 has been disconnected because the
authentication process did not complete within the required amount of
    time.

Really have no idea where it went wrong...

Does anyone has any suggestions on how to fix or how to troubleshoot
    this?

    Thanks
