GRE outbound blocked, can't establish VPN connections

Hi,

I have setuped a windows 2000 server running RRAS (have done so
before), however, at one of the location, the VPN connection just
refuse to get established.

I setuped the RRAS on the server and tested with a machine on LAN and
it worked.

I then forwarded TCP/UDP port 1723 to the RRAS server and try to
connect with a machine from a remote location. However, the client hang
at Verifying username/password... then I get Error 721: the remote
computer is not responding on client side.

On the server side, I get the following message:

The user connected to port VPN3-13 has been disconnected because the
authentication process did not complete within the required amount of
time.

At first, I believe my equipments do not support IP Protocol 47, hence
I did a PPTP Ping test with pptpsrv on the server and pptpclnt from the
client side and everything looks fine. I get the data send from client
at the server. I then do a reverse PPTP Ping and find out that the
server side can not send out the GRE packet.

Is there anyway to go around this and make the VPN connection work?
