I assume you are using ISA 2004. If so:
You need to create an explicit access rule allowing HTTP traffic from the
VPN Clients network to the internet (external network), and also a network
rule between the VPN Clients network to the external network.
Please verify that on your clients, the default gateway is through your VPN
connection (unless you want to allow direct internet browsing, not through
your ISA server machine).
