This is not a built-in feature of ISA.
However, if you set user authentication to EAP with Smartcard, it becomes
very unlikely that the same user will use the same smartcard from 2
locations...
To do that, you must select EAP authentication in the ISA Authentication
methods, and configure Smartcard usage in the RemoteAccess UI.
