The symptoms you describe sound like the router is not capable of mapping the pptp session and the pptp control protocol.
I would check the manufactuers web site to see if that model can publish/receive pptp or IPSEC connections. Then the connections, i would suspect are only to that router, not published to a backend server.
There is a lot of guidence on the internet and places like isaserver.org that can show you how to securely use ISA server and the microsoft RRAS service to enable VPN connections.
As a side note - you would have only needed to publish/open the pptp protocols, and not exposed your server to the wild west of the internet. without proper hardening/patches a single mis-configured port can compromise your server.
