ActiveX not getting through ISA 2004 standard

I have added an ActiveX control to an existing Web Site on a Perimeter
network that has been sucessfully published to the Internet through ISA 2004
Standard.

Clients accessing the site via the Intranet get prompted to install the
ActiveX control as expected. Clients accessing the site via the Internet
Never get prompted to install the ActiveX control. I can only assume that
the ISA 2004 needs to be configured to properly handle the request.

When monitoring the Firewall logs, I can see the GET request and ISA
indicates that it was an Allowed Connection. Can anyone point me in the
right direction? Thanks, Marc
