Publishing Issue: Error Code: 403 Forbidden

Hello,
I have ISA2004 and publishing is not working.

I have mapped a public-host-name to the public IP address
test.abc.com to 10.1.1.1 ( these are for the sake of example )

In the Publishing Rule I have placed the hostname instead of IP address

"test.abc.com" but I get the following Error

Error Code: 403 Forbidden. The server denied the specified Uniform
Resource Locator (URL). Contact the server administrator. (12202)

My publishing Rule is:-

Access : Allow

From : ANYWHERE

To : 172.10.10.1 [ LAN-IP address of the Server]
Traffic : http
Listner : External
: http
: BASIC

Public Name : test.abc.com

Under-Link-Translation Tab
Replace Text : apps.sam.com
With : http://test.abc.com
