It's really depend on where you enable FBA (on OWA server or on ISA server).
Try this article.

hope this helps!

Hi,
I have ISA 2004 SP2 installed on a unihomed server in a DMZ. This server
is
in a workgroup. I am publishing a single OWA server using FBA in an
SSL-to-HTTP bridging configuration (don't ask). I have port 80 open
inbound
from the DMZ system to the internal OWA server. This is a working
solution.
How is FBA authenticating users to the domain? Is it forwarding
credentials
via HTTP to the OWA FE server? I've read a bunch of articles that suggest
the only way this authentication should work is by using RADIUS and FBA
(post
ISA SP1 + registry mod). I'm trying to locate MS documentation that
describes my scenario's authentication process, but have been
unsuccessful.
Thanks for your help.
