please help me to publish my web camera using isa 2004

i like my web camera could be access from internet. how can i publish it
using 2004.

I tried first to publish a internal website by creating web lisner and
publishing rule. But isa is ignoring my publishing rule although my site is
not secure site (not SSL). only default access denied rule works.

What to do???
