You can only configure application filtering if the rule applies to the
specific protocol:
HTTP filtering. The rule must apply to HTTP.
RPC filtering. The rule must apply to an RPC protocol.
FTP filtering. The rule must apply to FTP.
You cannot configure application filtering for a firewall policy rule that
denies traffic. This is true even for protocols that are specified in the
Exceptions list on the Protocols tab.
You should also check that the HTTP Filter (located under the Add-Ins node
"Web Filters" tab in ISA MMC) is enabled.
