ISA Server is ignoring my server publishing rule

ISA Server is ignoring my server publishing rule and it is always using the
default rule. I have a 3 leg perimeter setup and am trying to publish a ssh
server on our perimeter network. When trying to connect to this server from
a external network isa uses the default rule rather than my published rule.

Any ideas would be greatly appreciated as i've spent hours trying to trouble
shoot this.
