SMTP server publishing

Hello, I'm trying to publish a SMTP server with limited
results.
If I telnet to the 'external' ip on port 25 on the server
its self it functions normally, however if I do the same
telnet session on a remote system, I get echo'ed
responces and the session never leaves the ISA server
(verified via other firewall logs). If I look at the log
files on the ISA box, it shows the exact same messages as
the connection that worked, so I'm in the dark on how
else to troubleshoot this problem.
Some config info:
ISA 2000 SP2, FP1

192.0.0.1 - 'External' IP address (NOT in LAT)
192.0.0.2 - 'Internal' NLB address (in LAT)
192.0.0.3 - 'Internal' Actual IP address (in LAT)
Exchange 2003, SP1
------------------
192.1.1.1 - 'Internal' Cluster IP (in LAT)
192.1.1.2 - 'Internal' Actual IP (in LAT)
-- Telnet from ISA box to 192.0.0.1 25 works (connection
established to 192.1.1.1)
-- Telnet from random server to 192.0.0.1 25 doesn't work
(NO connections outbound are established)
