Local DNS Server on ISA 2004 - Publish or Access Rule ?

Say I have a DNS server running on the ISA 2004 server. It is for
queries and zone transfers coming from External.

Should I configure the DNS server to listen on the Internal interface
and then publish an External address to it?

Or should I have the DNS server listen on the External address and add
an access rule for traffic coming from External to Local Host?
