Can't believe that about 5 minutes after posting this that i figured this
out! I have been trying this for years.
Anyway I might post this answer as a seperate post because I have never seen
it mentioned and it MUST effect all ISA install (of course there is a chance
that I am blind!)
I noticed that I have terminal service running on the ISA server itself and
it was configured to listen on both my internal and external cards, so when
the request came to my exteral card the server rule failed to map the
request because TCP 3389 is running already!!
I simply made the ISA termServ listen on the LAN side only and now the
publishing works!!
